Dr. Shakuntala Misra National Rehabilitation University (DSMNRU), established by the Viklang Kalyan Vibhag, Government of Uttar Pradesh, was founded on 28 November 2011 with the objective of creating a dedicated higher education environment for differently-abled students. The university represents a progressive initiative by the Government of Uttar Pradesh to expand access to quality education and empower individuals with disabilities through academic opportunity, skill development, and social inclusion.

The institution operates with a unique inclusive mandate. A horizontal reservation of 50% seats across all academic programs has been provided for students with disabilities, in addition to the normal reservation policy of the state. This framework ensures meaningful participation of differently-abled students in higher education and reflects the state’s commitment to building a more equitable academic ecosystem.

The establishment of Dr. Shakuntala Misra National Rehabilitation University in Lucknow is the result of the Government’s determination to provide individuals with physical challenges access to the best possible environment for education, counseling, training, and rehabilitation. The university aims to nurture confidence, independence, and professional competence among its students, enabling them to compete effectively with the wider society while realizing their full potential.

To support this vision, the campus has been planned as a fully integrated academic environment with modern institutional infrastructure and student facilities. Particular emphasis has been placed on creating a barrier-free campus, with universally accessible buildings, well-connected pathways, and thoughtfully designed circulation systems that allow seamless movement for students with diverse physical abilities. The planning integrates academic blocks, support facilities, open spaces, and campus amenities in a manner that promotes accessibility, interaction, and a supportive learning atmosphere.

ARCH-EN DESIGN served as the Master Planning Consultant, Architectural Design Consultant, and Engineering Consultant for the project. The completed development covers an approximate built-up area of 2,000,000 square feet, making it one of the largest dedicated rehabilitation university campuses in India. The project stands as a significant institutional initiative that demonstrates how architecture and planning can contribute to inclusive education and social empowerment.
