Homes, Barracks and Open Ground at the Hapur Police Line

A police line is less a single building than a small town. Officers and their families live there, personnel train there, and the daily work of a district force is organised from it. The redevelopment of the Hapur Police Line in Uttar Pradesh is planned in that spirit: a Campus of about 78,000 sqm of built-up area, with homes, workplaces, training spaces and places to unwind arranged across one site. ARCH-EN DESIGN worked on the project with the Uttar Pradesh Public Works Department (UPPWD).

Site and setting

Hapur lies in the National Capital Region, about 60 km from Delhi, with a direct road link along NH-9 and IGI Airport within reach. The site has the advantage of natural elevation, and the local rainfall supports generous planting. Both are put to use: rainwater is gathered through drains and harvesting systems, and horticulture zones run through the Campus.

A Campus in zones

The Master Plan divides the Campus into residential, institutional, recreational and operational zones, so that family life and the working day each have their own ground. Buildings range from G+3 to G+14.

The working core is the administrative building, a G+3 block of 5,269.78 sqm. Around it sit the spaces that support a working force:

  • a Hospital of 664.85 sqm
  • an indoor gymnasium of 3,270.29 sqm
  • barracks for 200 and 300 personnel, in G+4 and G+5 blocks
  • a JTC/RTC training School and a parade ground
  • a police club, transit Hostels and a GO Guest House

Smaller buildings complete the picture: an MT workshop, a dog kennel, a gas godown and sanitation blocks.

Homes on the Campus

Housing takes a large share of the site. Two blocks of Type A quarters rise to G+9 and two blocks of Type B quarters to G+14, together providing 400 homes. Officers have their own Type-IV units and R.I. quarters, and a separate G+1 block houses 50 women personnel, at a far smaller scale than the main barracks.

Hapur lies in seismic Zone IV, and the buildings are designed to resist earthquakes. Internal roads, paved parking and street lighting tie the zones together, so that home, work, training and recreation sit within a single Campus.
