Sports infrastructure worth up to ₹500 crore across north Bihar under the Khelo India scheme: twelve sports, from 400-metre synthetic tracks and hockey turf to 50-metre pools, squash courts and multipurpose halls, being built at sites in four districts for the Bihar State Building Construction Corporation.
About the project
Under the Khelo India scheme for 2021–22 to 2025–26, the Bihar State Building Construction Corporation (BSBCCL) is building sports infrastructure across the state. In January 2025 it appointed ARCH-EN DESIGN to prepare the detailed project reports for infrastructure for twelve sports, in the areas of its Saran, Muzaffarpur, Darbhanga and Saharsa project implementation units.
A programme across the state
This is not one stadium but a programme. The facilities add up to works valued at up to ₹500 crore, spread over many sites in the four project implementation units, and construction is now under way at several of them at once. Each site is designed, estimated, tendered and supervised as its own project, while the facility types are kept common so that quality stays the same from one district to the next.
A standard for each facility
The work begins with a design basis report for each type of facility. Each report fixes the dimensions, playing surface, sub-base, drainage and services, so that the same standard can be repeated from one district to the next.
- 400-metre synthetic athletic tracks in 4-, 6- and 8-lane versions, in sandwich or full PUR systems certified by World Athletics, around a natural grass football field
- A synthetic turf hockey field of FIH Global category, 91.4 by 55 metres, laid on a shock pad
- Swimming pools of 50 by 25 metres, open or all-weather, and 25 by 25 metres, each with a balancing tank, filtration plant and pump room
- Synthetic acrylic outdoor courts for lawn tennis, basketball, volleyball and badminton
- Multipurpose halls with maple wooden sports floors, and squash courts
From brief to tender
For each site, the scope runs from drawings for statutory approval and tender to structural design, plumbing and drainage, electrical work, fire fighting and other services, and landscape. Estimates are built on the PWD schedule of rates, and the work carries through to the detailed project report, the tender documents and supervision until completion.
Our role
Architectural and Engineering consultant to BSBCCL: design basis reports, drawings for statutory approval and tender, structural and services design, detailed estimates and project reports, and supervision until completion
