In a significant step toward modernizing police infrastructure in Uttar Pradesh, the Hapur Police Line Redevelopment Project exemplifies how functional design, strategic planning, and holistic urban integration can uplift public service environments. Spearheaded by ARCH-EN DESIGN as Project Management Consultants under the aegis of UPPWD, this EPC-mode project combines high-capacity residential and non-residential infrastructure across over 80,000 sqm of built-up area, serving as a benchmark for future-ready law enforcement campuses.

Strategic Location in the Heart of NCR

Hapur, part of the National Capital Region (NCR), lies just 60 km from Delhi and boasts direct connectivity via NH-9 and proximity to IGI Airport. This location not only enhances logistical ease for policing operations but also facilitates access to modern amenities and urban services. The site enjoys natural elevation advantages and is supported by adequate rainfall and climatic conditions suitable for sustainable design initiatives like horticulture and rainwater harvesting.

A Self-Sustained Urban Campus: Masterplan Highlights

The project presents a carefully zoned masterplan, integrating residential, institutional, recreational, and operational zones. A mix of G+3 to G+14 structures cater to diverse requirements:

Non-Residential Facilities:

  • Administrative Core: A G+3 administrative building (5269.78 sqm) anchors the command structure.
  • Health & Fitness: Includes a hospital (664.85 sqm) and a full-scale indoor gymnasium (3270.29 sqm).
  • Barracks: High-density barracks for 200 and 300 capacities (G+4 and G+5).
  • Training Infrastructure: JTC/RTC School and parade ground facilities enhance professional development.
  • Support Facilities: Includes MT workshop, dog kennel, police club, transit hostels, GO guest house, gas godown, and sanitation blocks.

Residential Zone:

  • High-Rise Quarters: Two blocks each of Type A (G+9) and Type B (G+14) provide a combined total of 400 quarters.
  • Officer Residences: Dedicated Type-IV units and R.I. quarters.
  • Female Barracks: A special G+1 block for 50 female personnel.

Integrated Infrastructure: Civil & Electrical Services

The development also features robust civil infrastructure:

  • Stormwater Management: RCC drains and rainwater harvesting systems.
  • Mobility & Access: Internal CC roads and paved parking areas.
  • Environment-Conscious Utilities: STP (500 KL), tube wells, underground pump rooms, and dedicated horticulture zones.

Electrification and safety systems are forward-thinking, incorporating:

  • Substations and DG sets
  • High mast and street lighting
  • VRF/VRV air conditioning
  • UPS systems and external fire-fighting networks

Designed in line with National Building Code (NBC) norms, the Hapur Police Line project incorporates:

  • Fire and life safety provisions
  • Environmental clearance protocols
  • Pollution control measures
  • Earthquake resistance as per Zone IV classification

All statutory requirements—ranging from AAI clearance to Pollution Board approvals—have been addressed proactively, ensuring a compliant and future-proof development.
