A defining feature of the design is the floating roof canopy, which unifies the entire mass and introduces a contemporary silhouette against the skyline. This large overhanging element not only enhances the building’s visual presence but also contributes to passive shading and microclimate control. The central vertical element, marked with the national emblem, establishes a strong axial identity—symbolizing governance, authority, and public trust.

Planning is structured around efficiency and clarity. The building accommodates administrative offices, conference spaces, training facilities, and public interface zones, all organized within a rational and intuitive layout.
