Set across a 140-acre campus in Shivpuri, Madhya Pradesh, the Counter Insurgency & Anti-Terrorism School was conceived as a comprehensive training and residential institution for the Central Reserve Police Force. The campus supports specialised training in counter-insurgency and anti-terrorism operations while providing a secure, efficient and self-sufficient environment for trainees, officers, staff and their families.

Commissioned through NBCC Ltd. as the executing agency, the ₹200-crore project was planned as an integrated campus rather than a collection of individual buildings. The master plan carefully brings together training facilities, administrative functions, residential neighbourhoods, healthcare, recreation, logistics and essential support infrastructure within a cohesive planning framework.

At the institutional core of the campus are the Administrative and Training Block, classrooms and facilities supporting structured instruction and operational preparedness. These are complemented by a 270-person barrack, an Officers’ Mess, Subordinate Officers’ Mess, Quarter Guard, drill shed, parade ground, stores, tradesmen’s shops, MT workshop, bin-type magazine and strategically located watchtowers.

The residential component includes 100 dwelling units for officers and staff across Type II, III, IV, V and VI categories. The residences were planned as distinct yet connected neighbourhoods, providing privacy and a comfortable living environment while remaining conveniently linked to the principal institutional facilities.








A broad range of community and welfare amenities completes the campus. These include a 10-bedded hospital, Men’s Club, canteen, Family Welfare Centre, swimming pool, Dhobi Ghat and associated recreational and service facilities. The principal gateway establishes a strong institutional identity and creates a clearly defined transition into the campus.

The architectural language combines robust, low-maintenance materials with clean contemporary forms suited to the institutional character of the project. Red-toned masonry and cladding, neutral stone finishes, reflective glazing and carefully articulated entrance elements create a consistent visual identity across the campus. Landscaped avenues, lawns and shaded green spaces soften the built environment and provide a balanced setting for both intensive training and everyday community life.

Designed and planned by ARCH-EN DESIGN as a comprehensive 140-acre development, the CIATS campus demonstrates how large-scale institutional planning can successfully integrate operational efficiency, residential comfort, community welfare and a strong architectural identity.
