A building for the Ministry of External Affairs in Patna that gathers several offices into one form, lifted above a shaded, open ground floor that serves as a public threshold.

About the project

Videsh Bhawan in Patna brings several administrative functions together in one building with one identity. Offices gain a single address that is easy to find and to approach. The building stands on a prominent urban corridor and is meant to read less as a closed office block than as a gateway between Government and the public.

Raised mass, open ground

The main volumes are lifted above a porous ground plane. Beneath them is a shaded, open threshold where the building meets the city at a human scale. It invites people in while keeping a clear order, so that the front can be open and control can sit further inside.

Shade in the façade

Patna has a composite climate, with hard summers, humidity and marked seasons. The envelope answers it with deeply recessed openings, vertical fins, carefully sized glazing and long roof projections, which cut solar gain while letting daylight in. These measures also give the façade its depth, rhythm and shadow. Framed volumes and horizontal masses give the building a sense of order, while circulation is expressed in lighter, more transparent elements.

Earth tones, open plans

Warm, earthy materials draw on regional building traditions without copying historical styles. The emphasis is on proportion, rhythm and a clearly expressed structure rather than ornament.

Security is built into the plan rather than shown as barriers. Controlled entry points, zoned circulation and a clear hierarchy of spaces separate public and restricted areas while the building still feels open. Flexible floor plates and modular Planning let offices be rearranged as working methods change.
